Answer:

There are better choices than wearing knee highs with a skirt. The problem is that you run the risk of having your knee-highs being seen (when you cross your legs at a meeting, bending over to pick something up, etc.).

If you absolutely hate pantyhose, think about stockings (thigh-highs) that sit up higher on the leg. They have almost no risk of being seen (unless you wear microminis to work).
